The USGA tests balls, clubs, and other equipment for conformity to the Rules of Golf to ensure that skill remains the principal factor in how well the game is played. The USGA performs these evaluations at its Research and Test Center in Far Hills, NJ. Thus, the purpose of the Rules is to protect golf’s best traditions, to prevent an over-reliance on technological advances rather than skill, and to ensure that skill remains the dominant element of success for golfer’s everywhere.
